一個目は等位接続詞の前だから良いとして、ニ個目はmake e-mail adressesが第三文型ではなく、SVOCのOという点で二つが並んでいることを示していると思います。

と整理すれば分かりやすいのではないでしょうか。

となることはわかったのですが、
2個目のpublicの前にあるコンマと
2行目の（public）の後ろにあるコンマ
の意味がわかりません。なぜついているのでしょうか。
